The author takes a radically new approach: He dares to conduct the thought experiment of an energy summit, based on the analysis of energy and climate policy decisions of the past 70 years since the introduction of nuclear power. His main question is: Would today's energy supply be better or worse in terms of security of supply, affordability, and environmental compatibility if the state had stayed out? The answer leads to a peace plan based on two pillars: separation of climate and state, and defensive energy policy. Responsibility for energy and climate is to be largely transferred from the state to citizens and businesses. This opens up the prospect of cost-effectively reducing CO2 emissions while simultaneously relieving citizens of state intervention. This could overcome social division.
