The issues of energy and climate divide Germany. A former university president even warned in October 2021: "The energy transition has the potential for civil war." The opponents face each other irreconcilably, insulting each other as "climate deniers" or "Green Khmer." Can this division be overcome by an "energy transition 2.0" or by an "end to CO2 madness," as some politicians claim?
The author takes a radically new approach: he dares to conduct the thought experiment of an energy summit, based on an analysis of energy and climate policy decisions over the past 70 years since the advent of nuclear power. His main question is: Would today's energy supply be better or worse in terms of security of supply, affordability, and environmental compatibility if the state had stayed out? The answer leads to a peace plan based on two pillars: separation of climate and state, and defensive energy policy. The responsibility for energy and climate is to be largely transferred from the state to citizens and businesses. This opens up the prospect of reducing CO2 emissions cost-effectively while simultaneously relieving citizens of state intervention. This could overcome social division.
