On September 1, 1948, by order of the Western Allies, the prime ministers of the West German states established the Parliamentary Council in Bonn. Its task was to draft a constitution for a West German partial state. The president of the Parliamentary Council was Konrad Adenauer, who later became Chancellor. His role was controversial from the outset. The SPD later tried to discredit him as the "Chancellor of the Allies" – unjustly so, as this book proves. For Adenauer saw his task as creating an atmosphere in which constitution-making under occupation rule could even become possible. It was his achievement to reconcile the interests of the German political parties with those of the Allies and the global political requirements. Only in this way could the founding of the Federal Republic of Germany succeed.
